Editor's Introductory Note:

Over the years, HNA has emphasized community-building events, greening projects, nighttime safety walks, and work parties over frequent meetings, but when we do have a meeting, such as the semi-annual Neighborhood Watch event this coming Sunday (see item 2), it's important that as many neighbors as possible show up so we can demonstrate a strong presence as we meet with the city officials who serve us. These meetings are always informative and are run tightly so we can cover a lot of ground. If you possibly can, please show up from 6:30 to 8:00 this Sunday (if you show up fifteen minutes early, at 6:15, you'll also have a chance to talk informally with Mayor Tom Bates and Councilmember Kriss Worthington beforehand). Your presence makes a difference!

Another important opportunity to put some of your energy into making our neighborhood a better place is taking place Saturday, when we'll have both Cal students and Willard Middle School volunteering as part of the Berkeley Project. Working side by side with youth who are volunteering is an inspiring experience, and a little guidance from us neighbors will allow everyone to be as productive as possible. I know there are many ways to spend your Saturday, but if you can spare an hour or two, please let us know (see item 1). An added incentive is the delicious food being donated by Whole Foods Market, and coffee from Mokka cafe to help get you going when we first start out!

These are the final official HNA events of the year (though we'll be holding a Steering Committee meeting on Sunday, December 2, 4:00-5:30 if you'd like to help plan the outlines of our calendar for 2008).  I hope to see you at one or both of them!

** Note **  We remain in need of  a few neighborhood crew leader volunteers to assist and supervise groups of student volunteers. Please lend us a few hours to help with our big annual fall work party! Around 30 student volunteers (UC students plus some of their Willard Middle Shcool mentees) will be helping us out as part of Cal's Berkeley Project day, but in order to accomplish the most we can with this much-appreciated help from the Cal volunteers, we need plenty of neighbors present to provide guidance and lend a hand. If you can help for any or all of these two-hour shifts - 9 to 11, 11 to 1, 1 to 3 - please let us know by emailing <halcyon92@gmail.com> or calling the contacts listed above. We need your help to make this day as successful as it can possibly be. THANK YOU!

We also need wheelbarrows and shovels for moving mulch. If you can loan yours for the day, please reply to <halcyon92@gmail.com> (and be sure to label it with your address on masking tape so we can return it promptly when we're done).

2. Fall Neighborhood Watch Meeting, Sunday, Oct. 28, 6:30 to 8 p.m., Chochmat HaLev (Prince at Fulton)

Please join your neighbors at our semi-annual neighborhood watch meeting (the spring meeting emphasizes emergency preparedness; the fall meeting emphasizes crime watch, though both are included each time). This is our big chance to network with our beat officers and city representatives and share our concerns about neighborhood safety. And the evening is especially timely given the recent upsurge in crime along the Berkeley-Oakland border.

The meeting will start promptly and be run tightly. You're welcome to come as early as 6 to help set up and to schmooze, and please plan on arriving at least a few minutes early to check in and get seated. The meeting proper will start promptly at 6:30 and end at 8, with time for individual follow-up with speakers from 8 to 8:30 while we clean up.

NOTE: Mayor Tom Bates and District 7 Councilmember Kriss Worthington have committed to showing up by 6:15 for 15 fifteen minutes to chat informally before the meeting starts promptly at 6:15. There will also be representatives from the Police Department and the City Manager's Office at the meeting itself, and District 3 Councilmember Max Anderson has also been invited.

The agenda includes:
        * Introduction of HNA leaders, City Councilmembers, and City Staff
        * Emergency Preparedness Update
        * Neighborhood Announcements & interest Polls
           (Potlucks, Safety Walks, Peace Gardens, Self-Defense Class in Park, Book Club, etc.)
        * Police Presentation
           (prevention, reporting, dispatch, possibly coordination with Oakland/BART, etc.)
        * Brainstorm/capture neighborhood concerns

3. Berkeley Fire Department Responds to Southern California Fires

The City of Berkeley has put out the following press release:

        The Berkeley Fire Department, in response to mutual aid requests from Southern California, sent two engine companies and eight personnel to the Los Angeles County Area. The Department will maintain full staffing at all seven fire stations by recalling personnel to cover those sent to assist.
    "The City of Berkeley and Berkeley Fire Department empathize with what residents of Southern California are now facing, and we are committed to provide unprecedented support by sending these necessary resources," said Fire Chief Debra Pryor.
        Thirteen fires in seven different counties are threatening homes and commercial structures. Red flag conditions with Santa Ana winds are expected to last until 4 p.m. Wednesday, making firefighting efforts difficult and dangerous.
        Many of the fires that spread from Santa Barbara to San Diego and East to San Bernardino Counties are not expected to be contained until October 31. The fires have been fueled by drought conditions and Santa Ana winds recorded as high as 106 mph.
  The Bay Area was fortunate to receive more than an inch of rain during the past week, lessening the fire danger. Weather forecasts in the Bay Area call for warmer temperatures in the next several days, but with no red flag conditions.
      Sixteen years ago on October 20, 1991, the Berkeley-Oakland Firestorm occurred and resulted in the destruction of over 3,000 homes and 25 deaths.

4.  HNA's Guiding Principles

Editor's Note: The previous E-News provided a link to a commentary in the Daily Planet concerning the principles that have guided HNA through its fifteen-year history, which were recently put into written form by HNA Co-Chairs Nancy Carleton and John Steere and HNA Neighborhood Watch Coordinator Dawn Trygstad Rubin ("HNA: Guiding Principles for a Collaborative Approach,"

HNA Co-Chair John Steere asked that these principles be highlighted in the current issue of the E-News, in case anyone has feedback to offer on this draft (the principles will also be included as a placeholder in the E-News henceforth). HNA is a community group dedicated to stewardship of the Halcyon Neighborhood in South Berkeley (bounded by Telegraph, Ashby, Adeline, and Woolsey). We encourage positive, proactive, partnership-oriented approaches to improving the well-being of our neighborhood, with an emphasis on the following goals:
  • Community building (such as regular potlucks, special events in the park, mutual support among neighbors, and multiblock yard sales);
  • Ongoing care of Halcyon Commons (a park conceived of and created by the neighbors who founded HNA) under the nonprofit umbrella provided by Berkeley Partners for Parks and in partnership with the City of Berkeley;
  • Continued greening and care of the neighborhood (planting trees, cleaning litter off streets, graffiti removal, and helping maintain public landscaped features);
  • Strengthening neighborhood watch (crime watch, community safety walks, emergency preparedness, and disaster supply cache);
  • Networking with the larger Berkeley community (nearby neighborhood groups, neighborhood businesses, City staff, and elected officials);
  • Sharing information and empowering residents to become proactive in addressing neighborhood needs and in expressing individual viewpoints regarding civic affairs (spreading news through meetings, flyers, and the HNA E-Newsletter, and providing contact information).
        To fulfill these goals, HNA provides a sanctuary from partisan politics so that neighbors with diverse viewpoints feel welcome to participate. Thus, HNA only takes stands on larger issues when there is near-unanimity among neighbors. By focusing on immediate local concerns, we find we can have a greater impact and get better results from the time we invest.
       Guided by these principles, HNA invites neighbors who are willing to work together in a spirit of partnership to participate at whatever level makes sense for them. Opportunities for serving on our volunteer Steering Committee and project-oriented committees are available to neighbors who are willing to roll up their sleeves and work together in a nonpartisan spirit. Neighbors are invited to step forward into leadership positions defined by the work they do in accordance with HNA's primary goals and guiding principles.

6. Concert/Labyrinth Walk with Musician Margie Adam, Sunday, October 28, 4-6 p.m.

[Editor's Note: A number of Halcyon neighbors, including HNA Co-Chair Nancy Carleton, are involved with this project.]

Singer, songwriter, and pianist Margie Adam will bring her "PORTAL Experience" concert/labyrinth walk to Berkeley City Club, , 2315 Durant, Sunday, October 28, 4-6:30 p.m., to benefit the East Bay Labyrinth Project (EBLP). This intimate afternoon event will feature Margie's piano and vocal music, followed by a community walk on a 40-foot Chartres-style canvas labyrinth enveloped in large screen projections of Scotland's ancient Callanish Stones. Lauren Artress, author and labyrinth movement visionary, will be EBLP's special guest. The concert/walk launches EBLP's campaign to raise $100,000 to install a public and accessible labyrinth at the Berkeley Marina at a site approved by the Waterfront Commission and Berkeley City Council after an extensive public process. * Disaster Prep Supply Cache Wish List

HNA's Disaster Prep Supply Cache contains items intended to benefit the entire neighborhood in the event of disaster. You can help us have what we need on hand in two ways: (1) Make a tax-deductible financial contribution to Berkeley Partners for Parks (BPFP, our nonprofit fiscal sponsor), earmarked Halcyon Disaster Prep, which will go toward purchasing additional supplies, and mail or drop off to HNA Treasurer Susan Hunter, 3044 Halcyon Court, Berkeley, CA 94705. (2) Contribute any of the following items in-kind (supplies MUST be new or in GOOD condition):
