Over the years, we have noticed two fairly predictable times when crime levels go up: the beginning of summer and the beginning of the school year (late August/September). So pay attention to the crime-watch alerts, show extra care, and be sure to call the police anytime you notice anything suspicious. Your calls will result in more frequent patrols. HNA's Neighborhood Watch Coordinator, Dawn Rubin, is working on logistics for our big fall Neighborhood Watch meeting; please watch the E-News for more details. 1. Crime Watch Report: Mugging Last Night on 2100 Block of Prince

A Prince Street neighbor reports:

"Yet again another robbery almost in front of our house last night (Tuesday, Aug. 28). Two young African American men (medium height, wearing dark hoodies), attacked a young man just before 12 midnight. They grabbed this wallet. After removing the money, they dropped the wallet in the street as they fled the scene. This is the fourth mugging in as many months on our block. We have put up postings on the telephone poles. We always call the police immediately. It seems that patrons leaving the Starry Plough and people walking from BART are easy pickings. In addition to our vigilance, it might be good to have a more police patrols."

2. Crime Watch Report: Car Break-in on Ashby Near Deakin

An Ashby Avenue neighbor writes:

"I am writing to inform you of a crime that happened near my home, which is on Ashby, near Deakin. On Tuesday morning, Aug. 21, I found that my car had been rummaged through and my Fastrak pass, which was not in view (but I do have the velcro strips on my windshield), had been stolen from the storage space below my car stereo.   My parking change was missing, and I think there may have also been an old cell phone car charger stolen from the
middle console.  The back seats of the car, which are connected to the trunk, had been pulled down and the contents of the trunk had been dumped forward onto the lowered seat backs.  The things from the front console had been dumped on the passenger and driver seat.  There were no windows broken, and the intruder left all of my car doors locked when they were done. Nothing of value was left behind, but there wasn't much of value to take in the first place.  As far as I remember, all of my car doors and my trunk were locked when I parked my car the Friday before (Aug. 17).  My Fastrak pass was used 5 times to cross the Carquinez Bridge, starting around 4:30 a.m. on Sunday, Aug. 19th and ending on Tuesday, Aug. 21st around 12:30 a.m. I cancelled the Fastrak on Tuesday, Aug. 21st, after finding it missing. I made a police report and was informed by Fastrak that I can send in the police report to be refunded the $20 I have been charged for the stolen Fastrak transponder box. I don't think I'll be getting any of
the $20 in tolls back."

3. Crime Watch Report: Intruder in House Near Wheeler Last Week

[Editor's Note: The details in this report are sketchy. I can only include the details people send in. The more we develop a neighborhood culture of reporting incidents when they happen, the better informed we'll all be! I'll gladly  post further details in the next E-News if someone fleshes out this report!]

A Wheeler Street neighbor reports:

"I heard a story yesterday (Sunday,  Aug. 26) that needs to go in the next newsletter.  I don't have all the details . . . will try to get them. One day last week, about 7 a.m, a neighbors dog was barking like crazy.  In fact, the dog came upstairs to get them. The neighbor went downstairs and found a man in her living room. She yelled at him and he left. I don't have much description yet - because I heard it third hand, but I think it was African American man in his 40s."

HNA's Disaster Prep Supply Cache contains items intended to benefit the entire neighborhood in the event of disaster. You can help us have what we need on hand in two ways: (1) Make a tax-deductible financial contribution to Berkeley Partners for Parks (BPFP, our nonprofit fiscal sponsor), earmarked Halcyon Disaster Prep, which will go toward purchasing additional supplies, and mail or drop off to HNA Treasurer Susan Hunter, 3044 Halcyon Court, Berkeley, CA 94705. Hello Neighbors,

Latest note on Thursday meeting: Councilmember Kriss Worthington will be coming to speak on the undergrounding situation.  Apparently this is good timing as the City Council will be choosing new streets to have their power, cable, and phone lines undergrounded,and it's time for our input.  This would be important to us as it enormously lowers the cost to the homeowner if the street is designated by the Council to receive part of the funds taken from your PG& E bill for undergrounding. You've currently been paying for undergrounding on main arteries and the Berkeley hills.
        We'll start out at 7 with a discussion of solar energy and its practicality and morality. It would help if you knew your yearly electricity bill in dollars and/or kilowatt hours. Kriss should arrive around 8 p.m. to join in in discussing undergrounding.
        One other topic I thought I would put up for discussion is the possibility of having a car share like the City car share but just for the neighborhood. This would make finding a car a lot easier if it is in your neighborhood.

Come celebrate the life in and around the newest park in the City's park system (dedicated in 1996) - and the only one designed and built and maintained through the partnership of  the neighborhood around it. Bring food and drink to share with others (see suggested guide below). Lively musical offerings by Rodeo Victory, an acoustic folk band (confirmed), and Foreal Foreal, a Cajun-jazz fusion group (invited). Come share in the good vibes and vittles.

4. Reminder of Bay Bridge Closure Over Labor Day Weekend

Assemblymember Loni Hancock's office sent out the following reminder:

As you begin making your plans for the Labor Day weekend, I would like to alert you to the closure that will be taking place on the Bay Bridge so that ongoing retrofitting can continue moving forward.
 
THE ENTIRE BAY BRIDGE WILL BE CLOSED OVER LABOR DAY WEEKEND 2007 IN ORDER TO PERFORM IMPORTANT SEISMIC SAFETY WORK. The bridge will be closed beginning at 8:00 p.m. on Friday, August 31 and will re-open at 5:00 a.m. on Tuesday, September 4.
 
PLEASE PLAN AHEAD:
  •  Use public transit.
  • Use alternate routes.
  • Use alternate bridges:
                        Golden Gate Bridge
                        Richmond-San Rafael Bridge
                        San Mateo-Hayward Bridge

Thanks to the Prince Street neighbors, including Nina Lyon, who've taken the initiative to help spread the word about some recent burglaries and attempted thefts in their vicinity. It makes all the difference when more of us take responsibility to be proactive in this way. Thanks as well to Webster Street neighbor Ann Myers, who has volunteered to print out and post the E-News in the bulletin board in Halcyon Commons park (Halcyon Court near Prince) so that those who don't have Internet access will have a regular place to check for updated neighborhood news, and thanks to Fulton Street neighbor Pat Cody for spurring us to action on this! It would be great to have a volunteer willing to fill in with the posting task when Ann needs backup. Reply to <halcyon92@gmail.com> if you'd be willing to help in this way from time to time.

Please see item 4 for a list of upcoming classes on emergency preparedness offered at no charge by the City of Berkeley. If you possibly can, take at least one of these classes this fall to help our neighborhood be better prepared for a large earthquake or other disaster. Current events following the catastrophic 8.0 earthquake in Peru demonstrate once again how important it is for us as a neighborhood to be able to take care of ourselves following a major disaster, since government assistance takes time to arrive.

1. Crime Watch Report: Prince Street Update

A Prince Street neighbor reports concerning last week's events:

"I'm writing on behalf of myself and several neighbors here on Prince St. between Shattuck and Wheeler. We were aware of the attempted auto theft last Thursday, which was reported to the police by the car's owner. We live next door to this attempted crime and across the street from the bicycle theft which occurred yesterday.  We returned midafternoon today to find that someone had been in our yard, but everything looked okay.  (We had been away on Monday night).  However, when I went across the street to find out about the bicycle theft, I saw several garden tools, a small screwdriver, and the metal bolt that holds our gate closed lying in the garden in front of the house where the bicycle theft had occurred.  So, it appears that the person involved  had been at our home first, then spotted the open door across the street and put our stuff down (similarly to what happened on Prince when the shed was broken into earlier in the day), then went in to get the bike and abandoned my things. Since two of us are next-door neighbors and the other is directly across the street, we feel  there seems to be a connection  and maybe the same person who broke into the shed as well. . . . [This has been reported to the police.]  Meanwhile, the description my neighbor gave of the bicycle thief is as follows:  Dark-skinned male (Hispanic or African American) late 30s-40 years old, about 5'10" tall and approximately l40 lbs., dark hair, maybe missing a tooth, wearing black jeans and tan sweater, and spaced out probably due to whatever he is using. While the police did pick someone up, there was some confusion as to whether it was the same person. We have printed up copies of these incidents and are placing them around neighborhood on telephone poles."

2.  Meeting for Neighbors Interested in Solar Power and Possibly Undergrounding Overhead Wires, Thursday, August 23, 7 p.m., 2005 Prince Street

Dear Neighbors,

We're calling a meeting on Thursday August 23 at 2005 Prince St at 7 p.m. to discuss information about solar power in our neighborhood and the possibility of undergrounding the overhead power, cable and phone wires on the telephone poles around the neighborhood. Anyone who wants to give or receive information on these two topics is welcome.  We've talked a little before about undergrounding but are looking for a neighborhood effort at getting this done and reducing prices if possible.  Bring all the knowledge you have about these topics.

4. Pandemic Flu Training, Saturday, October 6, 9:00-Noon, Plus Other CERT Classes Scheduled for Fall

Dory Ehrlich of the City's Office of Emergency Services sent the following note:

Dear Cache Participants,

Thanks to all who participated in our Cache Equipment Training on August 4 [Editor's Note: three of us from HNA attended]. We had 96 participants (53 in the morning, 43 in the afternoon), and evaluations have been very positive. We will study the evaluations and take your comments into account when we plan next year's training.

Our September/October CERT schedule will be on-line soon. We'll be offering Disaster First Aid on Sept. 15 and Oct. 13, Light Search & Rescue on Sept. 29, and Fire Suppression on Oct. 20. All classes will be held in the morning at 997 Cedar Street.
On Saturday, October 6, from 9:00-12:00, Berkeley's Public Health Division's Preparedness Staff will be piloting a new curriculum for an on-going CERT class on Personal and Community Preparedness for Pandemic Influenza. We'd like to offer this special training especially to you, our cache groups, before we make it part of our regular CERT training. Participants will be asked for feedback to help make the course more interesting and relevant to Berkeley residents. Since this is a pilot class, attendance is limited, but we are very interested in having you attend. To register, please email me at dehrlich@ci.berkeley.ca.us. Editor's Introductory Note:

Thanks to all who participated in our well-attended National Night Out Against Crime event last week, with special thanks to moderator Dawn Rubin, HNA's Neighborhood Watch Coordinator. Over 55 neighbors came out for the potluck portion of the evening, and a couple of dozen of us walked the larger neighborhood afterward, circling around BART and surrounding streets, and ending up at B&W Liquors, where the owner treated us to complimentary nonalcoholic beverages (thanks, Sucha!). We also hooked up with several East Lorin neighbors who get together for occasional walks in their neighborhood, making it a great joint neighborhood effort. We appreciated the attendance at the potluck of Sgt. Mary Kusmiss of the Community Services Bureau of the Police Department, along with eight other sergeants and officers; Asst. Deputy Fire Chief Gil Dong and a few emergency services personnel and firefighters; Claudette Ford, Director of Public Works; WIlliam Rogers, Director of Parks, Recreation and Waterfront; and Jesse Arreguin, Legislative Aide to Councilmember Kriss Worthington.

As you'll see from the crime watch reports in this edition of the E-News, we need to keep working together to do our part in making our neighborhood safer. Please, please call the police if you notice anything suspicious (numbers in the Useful Contact Information section of the E-News), especially when someone you don't recognize as a neighbor appears to be casing driveways or windows. And please remember to report incidents large and small to the E-News so we can keep one another informed.

1. Crime Watch Report: Backyard Shed Burglarized on Prince Street near Wheeler

A Prince Street neighbor reports:

"I wanted to report that someone broke into our backyard shed yesterday [Monday, August 13] (Prince Street near Wheeler) and took some items. When I returned home at 6:00, I found one of our large tubs filled with items (some of them ours) that the thief had taken and then left there. There were two things (a weed whacker and pair of clippers) that aren't ours, which  they must have taken from someone else's backyard. If your readers can claim them, let me know [Editor's Note: If you are missing your weed whacker and a pair of clippers, reply to <halcyon92@gmail.com> and I will forward your email to the neighbor writing this report]. I filed a police report, and the very nice officer let me know that we were the second break in on Prince that day. In the other instance, a homeless person had entered an occupied home through an open side door to steal a bicycle. The woman who lived there saw him, ran after him, and stopped the thief and held him until the police came and arrested him. It could be he was the same person who was planning to steal our stuff and never got back to collect the tub and stolen goods from our driveway."

2. Community Crime Alert: Update on Investigations of Sexual Assaults Plus Link to Sketches

Sex Crimes detectives are requesting the community's help in solving two recent assaults. Although there are some similarities in the incidents, due to new details relevant to the investigations, as well as the following suspect sketches, detectives are compelled to investigate the incidents as two separate crimes.

On July 6th, at about 3:00 p.m., a woman was assaulted in the 2500 block of Hillegass Avenue. Suspect in Hillegass Avenue Case described by victim as: Black Male, 30, dark complexion, 5'8, thin build, wearing a black baseball cap, dark t-shirt with silver writing and dark loose fitting athletic type shorts.

On Thursday, August 2nd at about 6:00 p.m., another woman was attacked in the 2100 block of Haste Street. Suspect in Haste Street Case described by victim as: Black Male, late 20s-early 30s, dark complexion, 5'10-6', thin build, possibly chin-length dreads or shaved head, wearing, dark baggy jeans and a dark jacket.

In both cases, the suspect made his way into secure lobby areas of multiunit apartment buildings and targeted a college-age Asian woman.

If you see or recognize either of the suspects in the sketches, or have any information regarding these assaults, please call Detective Sergeant Sean Ross S-25 at (510) 981-5734 or the BPD nonemergency dispatch line at (510) 981-5900. For crimes in progress, call 911 or (510) 981-5911 from your cell phone. To report suspicious persons or activity, call BPD nonemergency (510) 981-5900.

Community members are reminded to employ crime prevention measures whenever possible  By taking a few precautions, you may reduce your risk as well  as discourage those who commit crimes: 
 
* Be alert to your surroundings and people around you.  
* Whenever feasible, walk, jog or travel  with a friend. 
* Walk confident y and at a steady pace. 
* Do not talk on cellphones or  listen to iPods when a one, as they  limit awareness. 
* Be aware of  locations and situations, which make you more vulnerable to crime.
such as alleys, doorways, parking  lots and stairwells.  
* Stay in well-lighted areas as much as possible. 
* Become familiar with your neighbors. 
* Call  BPD to report suspicious persons or activity.

3. Crime Watch Report: Attempted Burglary on Wheeler Street

A Wheeler Street neighbor reports:

"We had an incident at home [one morning last week].  At 6:45 a.m. a black man in an orange baseball cap jumped up and hit the protruding window in our breakfast nook that we use as an office area [in the 3000 block of Wheeler St.}.  We were home and awake, and sitting there at the computer. It may have been that he thought he could climb quickly in the window. The street was deserted. He saw us and ran off."

4. Crime Watch Report: Attempted Car Theft on Prince Street near Shattuck

A Prince Street neighbor reported  that one of her neighbors had someone attempt to steal their car by hotwiring it last Thursday night [August 9]  between 10 and 11 p.m. The hotwire attempt was unsuccessful, either because the thief was interrupted or because the job was botched. The details given were sketchy, but worth passing on so neighbors can be aware.

Neighbor and developer Brian Hill sent the following announcement:

Berkeley's Design Review Committee meeting for the mixed-use development project at 3100 Shattuck will be on Thursday, August 16th, at 7:00 p.m., at the North Berkeley Senior Center at 1901 Hearst Avenue (at MLK).

I am sending out a second E-News today because the information contained in item 1 concerning two near-identical sexual assaults is so important. Although these incidents took place outside our immediate neighborhood, the pattern is disturbing and the locations all too close for comfort. As we saw earlier this summer, one perpetrator can be responsible for multiple crimes that cross usual neighborhood boundaries. I encourage neighborhood residents, especially apartment dwellers, to read the suspect's description carefully, and report anything suspicious promptly.

1. Community Crime Alert: BPD Investigating Sexual Assaults in Apartment Buildings

Berkeley,  California  (Friday,  August  3,  2 7)  -  City  of  Berkeley  Police  Department
(BPD)  Sex  Crimes  detectives  are  currently  investigating  two  similar  sexual   assaults  that have heightened their concern.  Detectives are sharing details of these crimes to keep the community  informed  and  in  order  that  community  members  may  better  protect themselves. 
 
On  July  6th,  at  about  3:00  p.m.,  a  woman  was  assaulted  in  the  2500  block  of  Hillegass Avenue.  On  Thursday, August 2nd at about 6:00 p.m., another woman was attacked in the 2100 block of Haste Street  In both cases, the suspect targeted college-age Asian women and made his way into secure  lobby areas of multi-unit apartment buildings.  
 
The suspect is described by the victim(s) as:
Black Male, in his late 20s, dark complexion, 5'8" to 6' feet tall  
Clean appearance, thin build, with shoulder-length dreadlocks or twists 
 
Community members are reminded to employ crime prevention measures whenever possible  By taking a few precautions, you may reduce your risk as well  as discourage those who commit crimes: 
 
* Be alert to your surroundings and people around you.  
* Whenever feasible, walk, jog or travel  with a friend. 
* Walk confident y and at a steady pace. 
* Do not talk on cellphones or  listen to iPods when a one, as they  limit awareness. 
* Be aware of  locations and situations, which make you more vulnerable to crime.
such as alleys, doorways, parking  lots and stairwells.  
* Stay in well-lighted areas as much as possible. 
* Become familiar with your neighbors. 
* Call  BPD to report suspicious persons or activity.

2. Crime Watch Report: Graffiti Vandalism of Bulletin Board in Halcyon Commons Park Last Night

Last night our beautiful hand-crafted bulletin board in Halcyon Commons park was vandalized with magenta spray paint on both Plexiglas doors (on the left, the word Warriors was spray-painted next to another word that was crossed out; on the right, the words "It's Mookie, Baby" were spray-painted).

This incident has been reported to the Police Department, which is sending an officer out to photograph the tag and follow up to see if it matches any of their known taggers. HNA has photographed the tag also and will be removing it promptly, as our first item of action at this evening's National Night Out Against Crime (see item 1 in the preceding HNA E-News).

Editor's Introductory Note:

Many thanks to all who helped with our work party in the park Saturday, as well as to those who distributed flyers and made calls. Whole Foods Market once again donated delicious food to fuel us. We got a lot of weeding done and also continued our pruning program to keep bushes trimmed down and trees up so sight lines are open to enhance park safety and security.

Speaking of safety and security, please take an hour and a half to attend the potluck (or another hour more, if you'd like to join the walk after) to participate in the National Night Out Against Crime event this evening (see item 1). We look forward to getting a chance to thank the police and emergency personnel who keep our neighborhood safer than it would otherwise be, as well as to strategize about additional steps we can take as a neighborhood to prevent crime. This is an especially great event for kids, so bundle up (if the fog's still here) and come on out!
