Please note as well the safety tips in the crime bulletin received from the Berkeley Police Dept. (see item 4) concerning the sexual assault in the 2300 block of Derby (again, too close for comfort).

I find it important to keep remembering good news, especially when the crime-watch items get so heavy-duty. So see items 3 and 5 for some news on a lighter note! Please consider sending in some of your good news.

1. Night-time Safety Walk, This Tuesday, 6/24, 8-9 p.m.

Summer is an important time to walk and have a presence on our streets given that the longer days and seasonal factors tend to coincide with an upswing in crime. And, as many of you know, our neighborhood recently experienced a murder on the 2000 block of Emerson St. (possibly drug-related), so it's important that we show by our presence that we are committed to safety and continuing to be "eyes on the street."
We will be walking together this Tuesday, June 24, from 8 to 9 p.m.:

*  8 p.m. sharp: Meet at Halcyon Commons picnic table (Halcyon Court near Prince Street)

* Walk to Nomad Cafe, arrive 8: 15 p.m.
(East Lorin neighbors who'd like to join our walk are welcome to join us here.)
Stop at Nomad for 10-15 minutes  (where we can support this community business that's on the forefront of fighting crime at the North Oakland/Berkeley border by purchasing beverages and/or treats)

* 8:30 continue our walk, focusing in the area east of BART where there have been a number of incidents recently (including the Emerson St. block where the murder took place).

* 9 p.m. return to Halcyon Commons

Let's enjoy one another's company as we do our part to take back our streets! We'll call the Police in advance to make sure our beat officers know we're out there. As always, the goal is to have fun and build community, not to endanger ourselves, so we'll walk with cellphones ready to call the police if we notice anything to report. Please bring cellphones and flashlights (dogs optional). We hope you can join us on Tuesday!

2. Crime Watch: Emerson Street Homicide Update (Anonymous Tip Line)

The Berkeley Police issued the following press release:

Emerson Street Homicide
BPD Joins Bay Area Crime Stoppers
Berkeley, California (June 20, 2008) - Detectives of the City of Berkeley Police Department (BPD) Homicide Detail are currently investigating the shooting death of a South Berkeley man. On Thursday, June 19, 2008 at 12:18 p.m., Berkeley Fire Department (BFD) personnel responded to a 911 caller requesting an ambulance for an unresponsive man inside a home in the 2000 block of Emerson Street. The fire crew discovered a male, identified as Charles Faison, 39 of Berkeley, suffering from a gunshot wound. Faison was pronounced dead at the scene.

Detectives spent the afternoon interviewing family members and neighbors, as well as securing and executing a search warrant to comb the home for evidence or clues to assist with the investigation. Detectives are concerned about any potential compromise to their case, thus BPD will not be sharing any more details at this time.

Detectives are asking for the community's help with this investigation. BPD is now a participant in Bay Area Crime Stoppers. (BACS) Calls to BACS are completely confidential. Callers with viable tips can receive up to $2,000 cash in  reward money in any felony investigation. Anyone who knows anything about the Emerson Street homicide or any
open homicide investigation is urged to call 1-800-222-TIPS (8477). Callers with information may also call the BPD Homicide Detail at (510) 981-5741 (office) or (510) 981-5900. (Non-emergency dispatch line) For crimes in progress call 911 or (510) 981-5911 from a cell phone.

4. Crime Watch: Detectives Seek Public's Help in Identifying Suspects in Robbery/Sexual Assault in 2300 Block of Derby

[The following press release was received from the Berkeley Police Department.]

Berkeley, CA. (June 23, 2008) - The City of Berkeley Police Department's (BPD) Detectives are requesting the community's help in solving a recent attempted robbery/sexual assault and a burglary. Detectives are sharing the details of these crimes to keep the public informed and to protect themselves.

On Tuesday, June 17, 2008, in the late morning hours, a woman was sexually assaulted in her residence on the 2300 block of Derby St. The suspect gained entry to her apartment through an unlocked front door.

The suspect is described as:
Black male, 20s, dark complexion, 6-02, thin build, last seen wearing a red, waist length, zippered jacket and red hooded sweatshirt, baggy blue jeans with cargo pockets and a cloth mask covering his face

On Saturday, June 20, 2008, in the early morning hours, an unknown suspect gained access to a residence on the 1800 block of Vine St. via window pry.

The suspect is described as:
Black male, 20s, dark complexion; tall, muscular build, a cloth mask covering his face

In both cases the suspect was armed.

Community members are reminded to employ crime prevention measures whenever possible. By taking a few precautions, you reduce your risk as well as discourage those who commit crimes.

** Be alert to your surroundings and people around you
** Whenever feasible, walk, jog or travel with a friend
** Walk confidently and at a steady pace
** Don't talk on cell phones or listen to I-Pods when alone, as they limit awareness
** Be aware of locations and situations, which make you more vulnerable to crime such as alleys, doorways, parking lots and stairwells
** Stay in well-lighted areas as much as possible
** Become familiar with your neighbors
** Call BPD to report suspicious persons or activity

5. Thief Caught in Act in East Lorin Neighborhood

An East Lorin neighbor submitted the following tongue-in-cheek report:

"This Sunday morning, June 22nd, at about 9 a.m., I heard some rustling in my kitchen. I went in and saw someone there, who had apparently entered the property through an open window. He was standing on the kitchen counter, eating from a bag of nuts. Description of the criminal:  Height: about 6 inches tall. Weight: 1.5 lbs. Race: orange. Clothing: none. Distinguishing features:  long bushy tail, pointy ears. Articles missing: filberts and almonds. The thief, caught in the act, quickly departed through the open window and down an adjacent tree."

HNA's Disaster Prep Supply Cache contains items intended to benefit the entire neighborhood in the event of disaster. * Halcyon Neighborhood Association's Guiding Principles

HNA is a community group dedicated to stewardship of the Halcyon Neighborhood in South Berkeley (bounded by Telegraph, Ashby, Adeline, and Woolsey). We encourage positive, proactive, partnership-oriented approaches to improving the well-being of our neighborhood, with an emphasis on the following goals:
  • Community building (such as regular potlucks, special events in the park, mutual support among neighbors, and multiblock yard sales);
  • Ongoing care of Halcyon Commons (a park conceived of and created by the neighbors who founded HNA) under the nonprofit umbrella provided by Berkeley Partners for Parks and in partnership with the City of Berkeley;
  • Continued greening and care of the neighborhood (planting trees, cleaning litter off streets, graffiti removal, and helping maintain public landscaped features);
  • Strengthening neighborhood watch (crime watch, community safety walks, emergency preparedness, and disaster supply cache);
  • Networking with the larger Berkeley community (nearby neighborhood groups, neighborhood businesses, City staff, and elected officials);
  • Sharing information and empowering residents to become proactive in addressing neighborhood needs and in expressing individual viewpoints regarding civic affairs (spreading news through meetings, flyers, and the HNA E-Newsletter, and providing contact information).
        To fulfill these goals, HNA provides a sanctuary from partisan politics so that neighbors with diverse viewpoints feel welcome to participate. Thus, HNA only takes stands on larger issues when there is near-unanimity among neighbors. By focusing on immediate local concerns, we find we can have a greater impact and get better results from the time we invest.
       Guided by these principles, HNA invites neighbors who are willing to work together in a spirit of partnership to participate at whatever level makes sense for them. Opportunities for serving on our volunteer Steering Committee and project-oriented committees are available to neighbors who are willing to roll up their sleeves and work together in a nonpartisan spirit. Neighbors are invited to step forward into leadership positions defined by the work they do in accordance with HNA's primary goals and guiding principles.

Berkeley's eighth homicide of the year took place on the western edge of our neighborhood (the 2000 block of Emerson) yesterday; see item  1. Also note other crime watch items (6 & 7), and keep alert this summer. Please be proactive like the neighbors in item 6 and report anyone suspicious so we can all stay safer!

1. Crime Watch: Emerson Street Homicide Thursday, 6/19

The Berkeley Police issued the following press release:

Emerson St. Victim Marks City's 8th Homicide
Berkeley, California (Thursday, June 19, 2008) - At 12:18 p.m. on June 19, 2008, the City of Berkeley Fire Department responded to a call of an unresponsive adult male from inside a residence on the 2000 block of Emerson St. in South Berkeley. Upon their arrival they determined that the victim a black, male, adult had died as a result of his injuries.
Detectives are currently investigating all possibilities with regard to this case but are asking for the community's help with this investigation. Anyone who may have any information regarding this crime is urged to call the BPD Homicide Detail at (510) 981-5741 (office) or (510) 981-5900 (non-emergency dispatch line).

Though the police are not releasing much information, "word on the street" seems to be that this is potentially a drug-related homicide. Dawn Trygstad Rubin, HNA's Neighborhood Watch Coordinator, was told by police that the area will likely see some additional police presence in the area over the weekend, but "please let everyone know to call [the police immediately] if they see anything, just in case.

5. Public Hearing Thursday, June 26 re Proposed Two-Story Addition at 2214-16 Ashby Ave.

A Zoning Adjustments Board hearing will be held on Thursday, June 26 (meeting starts at 7 p.m.) on a proposed use permit for a 350 sq. ft. two-story addition to an existing four-unit apartment building that is nonconforming to residential density (property has six units where four are allowed).

6. Crime Watch: BART Area: Suspicious Person Casing Windows; Drug Arrest Tremont Near Essex

A neighbor reports:

"Just wanted to let you know that I saw someone who was looking into the windows of people's homes this morning [June 12] on my walk to BART.  He was near the intersection of Essex and Tremont and I saw him duck between two houses and start looking underneath some tarps.  I called the police and they went out to investigate.  I hope this helps head off some crime for the summer!"

Another neighbor reports:

"On June 10th at 7 p.m., as I drove by Tremont between Prince and Essex, I witnessed Berkeley Police Officers arrest a man who I recognize as someone frequently loitering in that vicinity, and who lives at or is connected with a house on Tremont Street there where I was told (by someone who lives in that immediate area) that there is drug dealing going on.  This is a young black man, thin, 18 to 25 years old, who often wears a baseball cap backwards and is often loitering at or directly in front of one of the residences there, or is sitting on a car, or standing on a street corner.  To assist in ridding our neighborhood of drug dealing, please be especially alert to suspicious activity occurring on Tremont Street in the block between Prince and Essex (just next to Ashby BART). Thank you, Berkeley Police!"

Hello all,

I wanted to alert you to an attempted sexual assault that happened [on Sunday, June 15].  I know UCPD is sending a similar alert to their email alert list, but I wanted to make sure you all got it also.

On Sunday, June 15, 2008 at about 8:25 p.m. a female was attacked by a male in an alley off of Dwight Way near College Avenue.  The victim screamed and managed to fight off the assailant who fled the scene.  BPD and UCPD searched the area but were unable to locate the suspect.  The investigation is on going and more information will be forthcoming as it becomes available.

The suspect was described as:
A Hispanic male, in his 20s, 6'0" in height, with a medium to muscular build, a medium complexion, glazed gray eyes, black hair and wearing a gray t-shirt with a colored emblem.

* Halcyon Neighborhood Association's Guiding Principles

HNA is a community group dedicated to stewardship of the Halcyon Neighborhood in South Berkeley (bounded by Telegraph, Ashby, Adeline, and Woolsey). We encourage positive, proactive, partnership-oriented approaches to improving the well-being of our neighborhood, with an emphasis on the following goals:
  • Community building (such as regular potlucks, special events in the park, mutual support among neighbors, and multiblock yard sales);
  • Ongoing care of Halcyon Commons (a park conceived of and created by the neighbors who founded HNA) under the nonprofit umbrella provided by Berkeley Partners for Parks and in partnership with the City of Berkeley;
  • Continued greening and care of the neighborhood (planting trees, cleaning litter off streets, graffiti removal, and helping maintain public landscaped features);
  • Strengthening neighborhood watch (crime watch, community safety walks, emergency preparedness, and disaster supply cache);

        To fulfill these goals, HNA provides a sanctuary from partisan politics so that neighbors with diverse viewpoints feel welcome to participate. Thus, HNA only takes stands on larger issues when there is near-unanimity among neighbors. By focusing on immediate local concerns, we find we can have a greater impact and get better results from the time we invest.
       Guided by these principles, HNA invites neighbors who are willing to work together in a spirit of partnership to participate at whatever level makes sense for them. Opportunities for serving on our volunteer Steering Committee and project-oriented committees are available to neighbors who are willing to roll up their sleeves and work together in a nonpartisan spirit. 1. Supplemental Work Party in Halcyon Commons Park, This Sunday, June 8th, 9:00 a.m. to 12:30 p.m.

Thanks to some dedicated volunteers, several of whom stayed many extra hours last Sunday, we made good progress on installing the paving stones around the new boulders at the south end of the park as well as accomplishing a lot of weeding and trimming (especially important this time of year to keep lines of sight open to help prevent crime). But we ran out of sand (it takes way more than advertised!) and time and energy, and needed to schedule a supplemental work party for this Sunday to get the remainder of this big volunteer project done.

It would be great to have a few more folks willing to help either move the paving stones and/or place them, or willing to help with some mop-up weeding that we didn't get a chance to finish. While the refreshments won't be as lavish as last weekend, water and treats from Nabolom Bakery will be provided.

Please stop by to help out if you possibly can. As always, even a half hour of your time will make a difference.

2. HNA Fundraising Appeal for Completion of Boulder Project

Due to the need for additional sand and paving stones to cover the square footage involved, we had a cost overrun of several hundred dollars on the final phase of our Halcyon Commons Rejuvenation Project. Our $13,640 grant from the UC Chancellor's Community Partnership Fund covered the vast majority of the costs for installing the metalwork entry at the north end of the park as well as the  improvements at the southern end, but we ran a bit short in covering the expenses for installing the beautiful boulders and surrounding paving stones. Currently these cost overruns are residing on Nancy Carleton's credit card, and we need to get some additional funds on hand to reimburse her.

This would be a good opportunity for those of you who appreciate the difference that our community common space makes in the neighborhood, and who value our neighborhood association and all its efforts, to step up to the plate with a contribution. As you may be aware, we have decided over the years not to have formal membership dues for HNA, to keep participation and involvement at high levels. Of course, occasionally we have expenses, and we encourage donations from time to time to help us meet them. While we pass the hat at some of our community meetings, many neighbors have enjoyed the benefits of our neighborhood association over many years without ever contributing financially. Here's your chance!

There are two ways to contribute: Checks made out to BPFP (Berkeley Partners for Parks) and earmarked Halcyon in the lower left corner are fully tax-deductible and are channeled through our nonprofit sponsor (which withholds 5 percent to cover their administrative costs). Or checks can be made out to HNA directly (these are not tax-deductible, but they allow us to use 100% of the funds for Halcyon projects).

3. Concerned about Effects of Alta Bates Parking? Attend Meeting Monday, June 23, 7-9 p.m.

[Editor's Note:  Peter Shelton, who's active in the Bateman neighborhood and ia a leader of the Inter-neighborhood Hospital Relations Committee, forwarded the following announcement. Please contact him if you'd be interested in attending the June 23 meeting.]

I'm Peter Shelton, leader of the IHRC (inter-neighborhood hospital relations committee) here in Bateman.  You may know that Alta Bates is under certain restrictions regarding parking, traffic and use of the Ashby campus.  One restriction is that each January, an independent consultant measures traffic and parking patterns in the "hospital impact zone," which includes Bateman, some of Willard, and some of LeConte. [Editor's Note: And certainly affects the east side of our Halcyon neighborhood as well.]

The preliminary results are in and indicate that the parking impact on our neighborhoods exceeds the agreed upon limit for the fourth year in a row.  The hospital's agreement with the city requires that the Zoning Adjustment Board now review the hospital's Use Permit. 

We are having a meeting with representatives from the City, Alta Bates, and the traffic consultant on Monday, June 23, probably from 7-9, at a meeting room in the hospital, to review the report and hear and exchange ideas.

It's also a chance to remind everyone of the work party today in Halcyon Commons park; we could definitely use some additional help (see item 2)

1. Crime Watch Report: Truck Torched in Deakin Street Driveway (near Webster) at 4:30 a.m. This Morning, Sunday, June 1!

A Deakin Street neighbor (near the crossing with Webster) reports that their truck was torched this morning at 4:30. Cans of gasoline were set on fire on both ends of the vehicle. Fortunately, the neighbors noticed this and called 911; the Fire Dept. was able to extinguish the blaze (which otherwise could have spread to the wooden fence nearby and the neighboring houses).

Another neighbor said they saw a white car leaving the block around that time (sorry, no further details provided).

This is an alarming incident. Please be on watch this evening and over the coming period of time, and report anything suspicious immediately. If you hear anything unusual, this is one time not to try to sleep through it! Let's support our neighbors who experienced this traumatic experience and do everything we can to prevent it from happening again!

2. Come See the New Boulders & Join Our Work Party in Halcyon Commons Park, TODAY, Sunday, June 1st, 9:30 a.m. to 12:30 p.m.!!!

Come see the new boulders installed by neighborhood landscape contractor Scott Parker and his crew (thanks, Scott, Mark, and Chito! and thanks as well to neighbors Susan, Bruce, John, and Nancy for selecting them), with funds for the boulders provided by the UC Chancellor's Community Partnership Grant for the Halcyon Commons Rejuvenation Project (the grant also funded the beautiful animal cutout gateway by artist Amy Blackstone)!  In addition to our usual weeding, trimming, and picking up trash and removing graffiti, we will be prepping the area around the newly installed boulders so that we can add the beautiful paving stones (lovely rounded-edge river stones also funded by the grant) that will surround the boulders in the peace pole area at the southern end of the park. This addition completes a portion of the park that was never fully finished back in 1996 when the park was dedicated; I think you'll agree that the boulders add a great deal of character as they anchor the southeast entry into the park in a special way.

Please bring extra weeding and trimming tools if you have them (extra tools will be available if you don't), as well as shovels (please be sure to LABEL any tools, so that you're sure you get them back; it can get confusing otherwise!).

Taking good care of our park is crucial to keeping it a safe and inviting center of our neighborhood. And Whole Foods Market always generously supplies us with tasty food to fuel us. We're grateful to Mokka Cafe as well for the excellent coffee! Please lend a hand!
